It wouldn't be a real change, it would just accelerate skill training minutely, then award the bonus at distant intervals. I'm not against it, but neither am I for it. It seems unimportant.
You may as well boost everyone's training time by one SP per minute, have a one SP/minute "tax" on skill training, then issue tax returns in April, where each character gets a lump sum of SP given to them.

Yeah, you don't need a turret with 10% more damage. You've got enough level 5 skills that you already get 26% more damage. Quit your whining, your sense of entitlement offends me. Lousy veterans, always asking to get something for nothing.

Are we seriously comparing EvE's character advancement system to other MMOGs? EvE rewards veterans with an endless supply of content that only they can access and interface with. They get the opportunity to use capital ships, T2 ships, modules and ammo, high-level POS operations and outposts. Only in the last month has a Titan been used in combat on Tranquility. You get to do and use and see things that new players can only dream about.
What is there to do in WoW than can't be done within five months of starting the game? How about Everquest? How about any other MMO? They have to bribe their long-standing players because they run out of content, and need a pat on the head to keep their spirits up.
What is there in EvE that can't be done in under five months? Everything worthwhile.
EvE worships high-SP toons. The galaxy revolves around you. Any endeavor that doesn't have at least a few juggernaut veterans is doomed to almost certain failure. There is nothing more freakishly inappropriate than veteran EvE players asking for a reward for being the most important thing in the game.
